Compliance Manager Dashboard: Requirement Completed Bar Now Reflects Expired Credentials

We resolved an issue where the Requirement Completed bar on the Compliance Manager Dashboard did not update when a credential expired unless the placement certification was manually resaved. Now, expired credential status updates are reflected in real time for edits made in the Compliance Manager, and on refresh for edits made elsewhere in the app.
